Current Legislation Affecting Physicians
The SC Senate Medical Affairs Subcommittee held hearings in September to review healthcare legislation that will be considered during the 2026 Legislative Session that begins in mid-January. Legislation discussed included:

SB 44 and SB 45: Supported by the South Carolina Nurses Association (SCNA), these bills would grant full practice authority (FPA) to APRNs, PA's, allowing them to practice independently after meeting specific criteria, like a certain number of clinical hours.

SB 669: Endorsed by the South Carolina Medical Association (SCMA) and medical students, this bill aims to solidify a "team-based healthcare" model, requiring APRNs to have a formal collaborative agreement with a physician. Supporters argue that this physician oversight is essential for patient safety, quality of care, and managing complex medical cases.

SB 376 (International Doctors): Aims to ease the path to licensure for qualified international physicians.

SB 378 (Pharmacists): Allows pharmacists to perform minor tasks and prescribe certain medications without a new diagnosis.
SCPA stance is in line with the APA, the AMA, and the SCMA which is in favor of physician-led care and opposed to NP/PA independent practice. SCPA will collaborate with SCMA to advance its position on these bills. SCPA will keep you informed when your assistance will be needed.
